Meeting at Hope Fellowship Baptist Church began at 7:00 pm

Board members present -Frances Baker, Sarah Dougherty, Patrick Dougherty, Brandi Weaver, Margo Willet

City Councilperson Dan Fowler, Councilman (2nd District) – Present

Meeting called to order by President, Margo Willett

Current Neighborhood Updates

  • Will continue to maintain easement areas maintained by Quality Lawn and Landscaping (QLS)
  • Mowing – BO uses Quality Lawn Service for mowing and weed control. Mowing includes the front entrance, (east side of Conant), sidewalk areas.
  • Detention Pond – QLS will keep tending the area around the detention pond.
  • Back Entrance – Mace Road – mowing back entrance behind the houses on Mace Road, including picking up trash.

Sprinkler at the front entrance – BO incurred some cost for continued maintenance. Planting annuals in pots and maintaining perennials completed by board member volunteer. Special thanks to Jon & Carolyn Iverson for their contribution of Irises.

Landscaping- Quality Lawn performed Spring cleaning and replaced the mulch and remove weeds, brush, and dead grass, and the walkway on 81st Court.

Sidewalk on Mace Road- Last year, Dave Codding, resident of BO put in a a request for curbs/sidewalk driveway at N. Nodaway Dave Codding , resident of BO went to the city of KC and completed the paperwork to start the process for the city to put a sidewalk on Mace Road. (N. Nodaway Avenue to NW 79th Ter. It was approved; however, the city found that it would require more funding, so a new request was submitted, and the request was approved.
A public works representative was at the meeting and indicated that construction will start in August. Construction will start on the north side of north Mace Road. A copy of the exact construction will be given to the board president.

Trees- BOHA paid for the tress to be trimmed this past Fall.

Pet Waste- As a reminder, please pick up your dog waste and carry a plastic bag to pick up your dog waste. Complaints may be referred to Kansas City 311 Action as it is a city ordinance, Sec. 14-19 – Disposal of manure: removal of waste states:
(a) All manure accumulations in any pen, run, cage or yard establishment wherein any animal or fowl is kept shall be removed or disposed of in such a manner as to prevent the breeding of flies and the creation of offensive, disagreeable, or noxious smells or odors.
(b) It shall be unlawful for the person in control of a dog, cat or other animals or fowl to allow the dog, cat or other animals or fowl to deposit manure on public property or on the private property of another person.
(c) The owner or keeper of every animal or fowl shall be responsible for the removal of any excreta deposit by such animal or fowl on public walks, streets, recreation areas of private property. It shall be a violation of this chapter for such owner or keeper to fail to remove or provide for the removal of such excreta before taking an animal or fowl from the immediate area where such excretion occurred.
(d) (Code of Gen. Ords, 1967 §6.17; Ord No. 48707, 6-22-78; Ord No. 65201, 3-1-90).

Removal of Yard Waste- Please refrain from dumpling leaves, tree clippings, twigs, etc… in the street or dumping them in the sewer. They can be taken to the recycling center on Saturday mornings, or a composite service will pick it up for a small fee.

By-Laws Compliance -The Board just want to extend “Thanks” to all the BO residents who abides by the BO bylaws with respect to annual payment of dues, storage of boats, trailers, and upkeep of homes. Please continue to resolve differences among yourselves and be respectful of each other. There is standard operating procedures for review/response to complaints.

Online Payment for dues – Online payment option for dues. Would like to thank Mick Thompson for getting the online option up and running.43% of dues paid online and 98% of homeowners have paid their dues.

Financial Report

BOHA has a new accounting service with much less responsibilities and costs. The accountant files yearly taxes, sends invoices, reviews monthly bank statements and complete monthly financial statements.

The Board made some changes and have more ownership of the accounting process. and is now responsible for retrieving the mail from the PO Box, review/authorize/payment of bills, deposit due checks, file annual state business registration, confirmation of paid dues for title companies or banks.

Please see accounting report for details of expenses.
Fees for attorney services were related to collection of past dues and a complaint from HUD. This was a one-time expense.

Updates from City Councilman Dan Fowler

  • KCI Airport – Continues to be on budget and on schedule and to open in March 2023 and will have amenities that no other airport in the world have.
  • Districting- City made changes to districting; however, Brittany Oaks area will continue to be in the second district.
  • Development in the Northland
  • Data Center – I-435 and 169 – Data center is being built. Part of data center is Facebook. It is on 800 acres and investment of 103b dollars. This will be the single largest taxpayer in Kansas City.
  • Another data center is also being built on the east side of 169 at 37b.
  • Hunt Midwest is discussing a 3000-acre industrial development, north of KCI that will bring 8000 new jobs.
  • Soccer Park – The soccer park for the Northland has been approved. It will be located at 152 and Platte Purchase Road. Ten turf fields. Own by city and will be operated by Sporting KC.
  • GreenHill Road- construction will be finished at some point.
  • Police Funding – is being reviewed for approval. Need to hire more police officers. Have a new community action officer – Robert P. is a captain in the U.S. Army. He will be gone for 9 months on assignment with the Army.
  • Homeless concerns – The city continues to address the needs of the homeless. The city is partnering with Community organizations continue to work with the homeless to assist with securing housing and address their other needs. Working with an organization to turn a hotel into transitional housing. Also working on pallet homes initiative.
  • The city has a policy that give the homeless camps 48 hours to leave and provide resources such as shelters for the homeless to go to. The city will also provide transportation to the shelter etc.
  • The city is also addressing the litter problems on the Interstates and downtown.
  • NFL draft – Will be hosted in Kansas City in 2023.

Last, do not hesitate to call 311 for assistance for any problems or concerns that is the City’s responsibility.

Nomination/Confirmation – Three open board positions.
Frances Baker agreed to one more year as Secretary. Rich Pitman and Jacob Hansen volunteered and were confirmed.
